I don't know what Cummings is referring to about there being a get out of Regulation 6 for care of a small child.

Children aren't "vulnerable" within the definition in section 1 and the only mention in reg 6 about reasonable excuses is to access public service childcare
This is Regulation 6 -legislation.gov.uk/uksi/2020/350/……

I really don't understand what he is referring to - there may be an implied "reasonable excuse" which relates to the care of a child (I actually think there probably is) but there is no explicit mention of it.
This is the definition of vulnerable people, as you can leave the house to care for them - but these are not children legislation.gov.uk/uksi/2020/350/…

I have already commented that I think Cummings breached guidance but this incident 👇 for me shows how dangerous the lockdown is for personal liberty (even it if it is justified for public health). Difficult to imagine a clearer example of the personal becoming the political...
... becoming the legal. In just 2 months the intimate detail of our personal lives is now inextricably bound up with political and legal considerations, such that home and our personal family choices are no longer off-limits, and are the arena of political and legal judgment.
From a human rights perspective, the lockdown (as I have said all along) is an unwanted but necessary means of protecting the right to life - but we must have our eyes open to the cost, particularly in the intrusion into our private lives by the state and even our fellow citizens

OK, have had a bit of time to think through the Cummings story (phone has been switched off since last night).

Have been knee-deep in the legal regulations and the government guidance for two months now and I know it pretty much back to front.

... on the fact that both the law and the guidance are fairly unclear and confused. What is clear, though, is there was never an *express legal prohibition* on travelling to another place for family welfare reasons. Regulation 6 as it was at the time looked like this: /2
It has a non-exhaustive list of reasonable excuses for leaving home and none is particularly close to what Cummings is reported to have done, but I think the best you can say is that it is unclear whether he broke the law. See the first JCHR report publications.parliament.uk/pa/jt5801/jtse… /3
