I still think that "spam" is a highly inappropriate way to conceptualize fraudulent, automated messages that are NOT sent privately to individuals for financial profit, but broadcast or used to disrupt communication to effect the goal of destabilizing society.
The key word here is Fraud. These accounts are engaged in criminal activity, and Twitter anonymizes it.

When you get spam, you can trace it to the origin yourself.

Twitter obfuscates the sender and blocks that opportunity- even when you get threats against your life.
This issue will not be resolved until Twitter grows a pair and resumes account id verification - especially for anyone claiming / assuming an identity that is meant to establish legitimacy - accounts that say they're from Texas, or veterans, or survivors.
