One can minimize the risks of transmitting the virus with elaborate, disruptive changes to church gatherings. (No singing. Masks. 25% capacity. Outdoors. No kids programs. No refreshments).

But previous normal church gathering is among the most dangerous of activities.
Church leaders have the capability to run extremely cautious, hygienic, low-risk gatherings. They can be strict, smart, authoritative, persuasive, and creative. But only if they understand that regular gathering will likely kill people so they need to take these elaborate steps.
The consensus opinion of most thoughtful pastors is that a hygienic, low-risk gathering will be miserable (masks, wiggly kids, seemingly empty building, no singing) and still someone could transmit it and someone die so online has been better. But all are planning for gathering.
Those who emphasize Eucharist (Lord's Supper, Communion) like Roman Catholics, Anglicans, and Lutherans are particularly pained by online. But some have rightly innovated with drive-thru service.
92% of churches shut down March 15/22 and immediately went online, and have improved audio and video and music since the first week, and have experimented with online interaction. A few experimented with drive-in services. They have also provided much support and practical help.
Since April 20th when Georgia governor Brian Kemp announced the opening of restaurants and gyms, churches in some states have begun to reopen. Some have not been careful. See:
