When you put two of yesterdays answers together, he very clearly had not.
The stay at home is the pretty clear one. Sick and non-sick alike, but I would hope the people who were sick took this particularly seriously.
When Dominic is asked about it yesterday he refers to the advice on children.
This is it, and the problem is that it doesn't say that a small child is a get out of rules free card. You are expected to attempt to follow the rules provided.
He may have some problems, but when he is asked what he did to attempt to meet the rules, he says he didn't think about trying to meet those rules because he had an offer to drive to Durham.
He may not have been able to solve his problems, but he did not try to meet the guidance because, in his own words, there was an offer on the table to not meet the guidance.
The advice (that he referred to) is very clear. You must 'do your best to follow this guidance', and he didn't even try.

Those rules were applicable to all families, even his.
