I have seen numerous accounts retweeting and quote tweeting them. It is a Kremlin run account that is affiliated with RT. Be careful because even though the video is legit it is part of their disinfo and division campaign

They are one of the many sketchy media outlets the Kremlin uses. They are located in Berlin and were/possibly still run out of the same office as Ruptly which is another media outlet affiliated with RT.
For those who don't know RT is Russia Today which is Russian state propaganda media.
