It also seems that the horse halts for a moment only to move on and plough into the woman. Was that the poor horse realizing just what was going to happen, trying to stop, but unable to hold their balance because the rider had them in a trot?

Now, I'm a rookie. This needs expert equestrian eyes, fast. I don't see how it could be non-intentional on the part of the cop, because of that "dead stop" moment before the woman is hit *at a different gait*. It was not a "could not stop in time" moment, right?
