2/10 In 2011,Zesa awarded Revmax Zim(Itron) a tender to implement a Prepaid Power Billing System(PPBS) which they implemented.the system however enabled Zesa to sell tokens in the banking halls ONLY & there was need for an aggregator who could link 3rd parties to the PPBS
3/10 In 2013 ,ZESA awarded Revma Zim an aggregator tender (ZETDC/HO/04/ 2013) for which Revma was part of the adjudication team which means they technically evaluated other competitors and themselves.The tender was later cancelled by minister Mavhaire(PBR 1695 of Dec 19, 2013)
4/10 The tender was only cancelled after an outcry by one of the bidders who wrote a strong worded letter to Mugabe,Mavhaire ,SPB,ZACC,ZRP &ZESA.The letter also cited that Bakaris(Revma director) is Greek & doesnt qualify in a sector reserved for indigenous people @waltermzembi
5/10 In Dec 2014, Mavhaire was fired & Undenge became minister.He awarded Powertel(PTL)the aggregator project without going to tender.PTL contracted a local software Company(SC)to implement the system.govt gave aggregator access to govt companies & banks
6/10 Other companies could only connect via parastatals.Players like Econet were later given access after failure by parastatals to deliver reliable platforms.@NetOneCellular wasted a very good opportunity to grow their business.magetsi anobhadhara
7/10 ZETDC paid $1.5m USD to PTL for the system & they are still paying a fixed amount per transaction.it used to be $0.15 during the USD era & this was shared btwn PTL & the SC.the SC portion is further shared btwn the Co & some corrupt officials at Zesa & in govt.
8/10 The current system crushes every month end as traffic increases.there are some tech companies that offered to develop a reliable aggregation systems for FREE but they were turned down because of the big guys who are 'eating'.Zesa is being milked big time nana mbavha
