1/ I am from Arlington and so I offer the following thoughts about this...
2/ Arlington was literally carved out of DC thanks to Virginia's secession during the Civil War. Robert E. Lee's house is now Arlington National Cemetery. (Lincoln and General Meigs buried Union dead in Mrs Lee's rose garden so no one could ever live there again. Baller.)
3/ Fast forward to the 1970s, when there was still a literal wall dividing parts of "North" Arlington (overwhelmingly white) and "South" Arlington (more Black). Kids were bused from South to North, never the other way.
4/ My parents helped found group that helped Black families circumnavigate redlining and other racist restrictions against home ownership and banking restrictions. I remember my mom coming home enraged b/c N Arlington businesses would refuse to seat her with Black friends.
5/ idk that this was an actual turning point but it sticks out in my memory that during a 4th of July celebration in idk maybe 1977ish? the Nazis petitioned to join the parade and they had to be allowed but they were symbolically placed after the garbage workers.
6/ Arlington has since become way more diverse (my mom also had a small hand in that motherjones.com/politics/2018/…) but this moment of pulling out cops from Trump's authoritarian photo ops feels like an echo of whoever decided parade order in 1970s.
