He's using the full Nixon 1968 playbook (except, of course, HE is the incumbent).
1968: Nixon runs on "Law and Order," pitching himself as the man who will save the "silent majority" (white Americans in the suburbs) from the hippies, civil rightsers and "rioters."
This is not a new playbook. Trump is running as Richard Nixon 2020.
