@IMSpardagus @tokeneuropean It’s not a problem of technical drafting: the problem is that the policy being turned into law is incoherent and (in the respects pointed out) absurd. Any competent drafter will have made these points to policy-makers (ie Ministers). I suspect they did: and were ignored.
@IMSpardagus @tokeneuropean As I said somewhere in an earlier tweet, one of the things about turning policy into legal rules is that the process often reveals problems that weren’t spotted or thought adequately about at the stage of formulating that policy.
@IMSpardagus @tokeneuropean Good government involves giving that process some room, and adjusting and refining policy accordingly. Either no room was given for the process or there was no refinement of the policy. Either way, it is Ministers who are - actually as well as legally - responsible for that.
