Liverpool, like every other Premier League club, will be experiencing cashflow issues. In fact, Chelsea's current financial position will be even more difficult than ours. However, if LFC really want(ed) to sign Werner, it is/was absolutely possible- despite cashflow issues.
The club is able to secure funding through third parties who can pay the release clause on Liverpool's behalf- and the club can then negotiate payment terms that are suitable in light of the current circumstances.
If Liverpool are not going ahead with the deal, it is absolutely not because financially it is impossible or extremely difficult to complete.
It's worth noting that there are different dynamics involved with how Liverpool and Chelsea operate financially. The London club's owner has bankrolled numerous deals for Chelsea; something FSG have been clear about since day one that they would never do.
Chelsea, given that, are more financially cavalier whereas Liverpool operate in a very financially prudent manner- and this measured approach has been pivotal to the club's resurgence.
If the deal doesn't happen then it will be for one of two obvious reasons- LFC have their eye on someone else or their current financial situation is such that they've decided not to spend this summer. If it's the latter, loan signings might be the preferred route for incomings.
