1. @Stairwa78009667, I commend you for finding this original letter. Over the years I have asked about 100 Kashmiri Pandit leaders about its validity and not one could vouch for it. Yet 23 KPs out of 350000+ who fled Kashmir signed it. So what does this letter mean?
2. If the letter is being used to prove that Jagmohan made KPs leave, that’s false. On March 8, 1990 all newspapers posted this message that KPs should not leave. It did mention setting up camps for KPs in the valley, which is how the Jagmohan myth was hatched. Daily Excelsior:
3. Why would KPs need security/camps in the valley? No, it wasn't to kill 8 million Muslims, but b/c mosques were blaring Dar ul Islam, "Kashmir banega Pakistan".

Because newspapers were posting articles of KP atrocities, as @rahulpandita has tabulated.

4. Because it was not a secular fight against India, as many Kashmiri Muslims now claim, and which is why their leaders openly pledged Dar ul Islam in books & speeches.

5. Because these Kashmiri separatists organized prayers for terrorists like Osama bin Laden.

6. And because there were many assassins who were given orders from Pakistan to kill secular-minded people, which meant select Muslims and every Kashmiri Pandit. Here is one JKLF terrorist admitting it on camera.

7. If KPs didn’t think the assassins would really go after us, the terrorists placed messages in newspapers, like this one in Alsafa, 4/14/1990, headlined "Kashmiri Pandits responsible for duress against Muslims should leave the valley within two days."
8. Or this one in Aftab, on 4/1/1990, from an internationally designated terror group, Hizbul Mujahideen:

"The aim of the present struggle is the supremacy of Islam in Kashmir, in all walks of life and nothing else. Anyone who puts any hurdle in our way will be annihilated."
9. If we were still in denial of the mosques blaring, the assassinations, and the newspaper threats, the terrorists made sure to post messages on our homes, like this one (with translation).
10. Eventually we accepted the shocking fact that no one could guarantee our safety in the valley. If u think the gov't of 1990 was organized enough to have buses traveling on Himalayan roads to take 350,000+ KPs, you lack empathy. This was more typical:

11. Back to the KP letter: 2nd paragraph lists names of people who were not even in power at the time, as @virazdan noted. Next para criticizes HN Jattu, who had received death threats documented by then DG of Police, JN Saxena. Jattu's colleague JN Sapru had already been beaten.
12. 2nd para also says, “We were made to believe that the valley was about to be conquered by Pakistan.” Actually, whole valley believed that. Listen to this terrorist acknowledge that at 2:50. Then at 3:56, he also admits militants committed rapes.

13. The letter from the 23 KPs also makes clear they were miserable in Jammu. Yes, conditions were horrid. These 23 KPs would rather take the chance of being killed in the valley, than be destitute in Jammu. They also make clear they speak for only themselves. But why
14. are these 23 KPs asking Kashmiri Muslims for permission to “allow us to return home”?? What did these KPs fear that they needed permission to return to their own property? If I have to answer that question for you, then you don’t understand what "Raliv Galiv ya Chaliv" means.
15. Most people don't realize that from Jan. 19, 1990, there was no chief minister or governor leading the Kashmir valley for two days. CM Farooq Abdullah resigned that day, but Gov. Jagmohan did not arrive until Jan. 21. It was total chaos.

16. So who represents the KP diaspora? Not the 23 KPs in the letter. In fact, no one represented us in 1990. That was the problem. Now, the umbrella group All India Kashmiri Samaj, is one legitimate body. Here is their response to the Jagmohan myth.

17. To quote a politician, "The only way to see ourselves in a true light is to listen to the voices of so many who are hurting and grieving."
