The telecom system *is* a surveillance system, and governments and law enforcement have decades of experience in exploiting it at all points in the stack.

Burner phones are mostly a myth in 2020. Find a camera not hardwired to several transceivers.
There is so much bad security and privacy advice floating around that will do nothing other than make you stand out - there is a small segment of tech might mitigate some risk (like Signal/Wire et al) but honestly the space is behind where it should be.

I wish we had good metadata resistant communications but it's been a struggle funding it to the extent where it is usable, and we are still not there - I wouldn't trust anyone who tells you their centralized messaging system is infallible to law enforcement action.
I'm done giving general advice, I've spent the last several years immersed in so many different risk models of marginalized communities & individuals that the premise of general security advice has become noise. We need tools that adapt to people and their risks.
Understand that surveillance in our society is pervasive - communications surveillance is the tip of an iceberg that touched healthcare, housing, commerce, civic action and existence itself.
Policing is the most obvious & actively destructive entity designed to uphold a vision of society that aligns with white colonial ambitions, but it is far from the only one.

Defunding & deconstructing such institutions; remaking new, less harmful one must forever be a priority.
This is mostly a reminder that encryption and other privacy preserving technologies don't exist to protect you from the state during a specific event - they exist to undermine surveillance and are limited by the domain they operate in and protect against. We need to be broader.
