There’s another thread to be written about the Basic Healthcare Provision Fund (BHCPF) - @huwegov Implemented for 1st time 2018 (the National Health Act that established it was signed into law in 2014). It’s supposed to guarantee a level of national healthcare coverage via PHCs.
Like UBEC it’s also Federal money that’s made available at subnational level - Primary Healthcare Centers, like Basic Education, are primarily subnational responsibilities! Unlike UBEC money, BHCPF money not a matching grant. States get funding based on meeting certain criteria. 
System designed so that funds go directly to Primary Healthcare Centers (PHCs) where needed. From CBN TSA Account thru State TSA Accounts to PHCs. No middlemen. That was the design.
As at Q3 2019, 22 States had got N12 Billion BHCPF money. Any idea what the monies accomplished?
