The Agriculture Department “failed to account for the fact that sales to other foreign markets as well as to the domestic market mitigated some of the losses”. Benefits skewed towards cotton which helped explain disproportionately higher payments to Southern farmers.
“The biggest farms receive most of the money” according to the Environmental Working Group. Payments were capped for every “farm manager....allowing multiple payments per operation” or farm. One Missouri farm collected $2.8M in trade relief payments in 2 yrs.
