"May tao dito," said a voice from behind the bookshelf after the team of Commission on Human Rights (CHR) knocked on the walls of the Drug Enforcement Unit office of Manila Police Station 1, Tondo, Manila during a surprise jail visit on April 27, 2017.
Behind the bookshelf, a dozen men and women were found crammed inside a hidden lock-up cell—only a meter wide and 5 meters in length. Many of the detainees claimed that they have been inside the cell for almost a week without formal charges.
Detainees also claimed extortion by the police in exchange for their release. One of them also showed bruises from being tortured.
Police Station Commander Robert Domingo denied allegations, and explained the detainees were only arrested the previous day in an anti-narcotics "one time big time" operation.
According to the CHR team, the surprise visit was initiated after a tip from an anonymous source.
This is just one of the thousands of human rights violations committed by state forces the past four years. Imagine what more they could do once the anti-terror bill is signed into law. #junkterrorbill
