It is self-evidently the case that the racists attacking the police are not broadly representative of society. They are representative of the 2% of people who would vote for Tommy Robinson. As Hope Not Hate show, they are dangerous, vocal, mobilised and shrinking over time 
Also xenophobic attitudes held by a broader group (who are averse to associating with these violent thugs).
