All-or-nothing Lockdown/Reopen thinking is paralyzing officials. Govts imposed multiple overlapping limits in March & April that went too far for too long. Some then lifted too many limits too fast. Stay-at-home order, closure of all nonessential business isn't the only option...
Many still misunderstand what social distancing is capable of achieving. They think "if we'd just locked-down hard enough long enough, this'd be over." They look at places that achieved containment or suppression via massive #TestTraceIsolate & mistakenly attribute to "lockdown"
We need more testing & tracing. We need support for isolation of infected & quarantine of their close contacts. Why are we back to talking about poorly targeted, highly harmful "lockdowns" instead of strategies for figuring out *who* should be staying home & helping them do it?
Places w/ community transmission should maintain/reimpose targeted limits that reduce # of close contacts outside of home -- limits on indoor dining, bars, nightclubs, theaters, convention centers & other places large groups congregate for long durations indoors.
Maybe most important: Public funding for congregate residential & work settings. Nursing homes, food factories & distribution warehouses need PPE, higher paid staffing, strong sick leave protections, ready access to testing. Prisons, jails, detention centers need de-densification
Why do we keep talking about poorly targeted lock-downs when more targeted measures are available? Public support for targeted interventions (#TestTraceIsolate & support for people who live/work in congregate settings) costs $, but lockdowns are the costliest response possible.
