Last meeting of the year for the Francophone school board @CSCNInfo tonight - will attempt to live tweet in English so as to share the information which is in French @Jantafrench

2/ I don't see it on the agenda but would expect some discussion regarding the @SCC_eng decision of last Friday concerning the obligation to build equivalent Francophone schools
3/ Start time 6pm - you can view it live stream
4/ And the meeting is getting started
5/ Question from @ealary47 as to whether the deficit budget as presented to the Province was accepted - A: yes it was.
6/ A questionaire was sent to parents - over 1000 responses
7/ A concern regarding continuing online support identified in the survey. Also noted as being important: having protocols, cleaning surfaces, spacing, protocol if someone is sick
8/ Possible options such as group A and B questioned in survey, possibility of other buildings if spacing required same - indications that the return to school was the major preference
9/ Survey indicates 62% of students wish to return to school full time in September (think I got that right)
10/ All of this is going over scenarios 1 and 2 - not seeing much difference between the 2 scenarios (perhaps transport different) so trying to clarify
11/ A combination of several actions combined together (Dr. Hinshaw) approach that will minimize the risk of transmission - can't control 100% in a school however the measures are designed to minimizze and bring the risk to a reasonable level
12/ Need to have as many measures that reflect scenario 2 in the event we need to slide back to #2 from 1 quickly
13/ Cohorts of students likely the case in schools - easier to trace. Transport will be difficult
14/ All seats will be assigned in the busses

20/ Q from JD Tremblay about return to schools, is staff back and travel for staff. A: Principals will be back and staff travel will want to factor in need for any quarantine period
21/ Follow up on travel by families from @ealary47 ; leading to response on issue of families needing to declare symptoms generally and need for families also to plan if quarantine is required for travel return, and possibility of testing as well
22/ Q from @steve83956696 about the procedure for testing/symptoms management. A: watching for symptoms, parents will need to make themselves available to come get child
23/ @NathalieLachan6 clarifies that the Health regulation is the authority/requirement for removing the person child/staff who has symptoms
24/ With current information, there will be no BBQ for start of year at schools
25/ Parents school councils appear to be operating virtually @FPFAlberta
26/ Some activities will be difficult - using the gyms for classes for example will mean they are not available at night for joint use agreements for example
27/ It is clear that people want to be back at school - the notes from the students are touching.

41/ Some further discussion about the position taken by the Province in Court and that despite same the Province has provided some funding for Francophone schools - this is true, but this is a different context now. The work must begin now not in September
42/ My note: I'm pretty sure, since the funding announcement for @Ecole_JM 4 yrs ago Francophone school boards across the Province have participated in all funding announcements since. I'm not talking about whether it is enough, cause it isn't, but they have the frequency right.
43/ On to committees. @CSCNInfo has a representative on the transport committee - looking like that will not move quickly off the hop
44/ @TanyaSaumure noting now the importance of the need to change the federal census (so that Canadians who have education rights under s.23 of the Charter) and the response from @melaniejoly
45/ By the way, the federal government has about 2 weeks to make this happen in time for the next census. If the Supreme Court says time is of the essence and it's future potential numbers that count, we need @JustinTrudeau to do his part now
46/ @NathalieLachan6 going over parent council meetings, where parents are noting the s.23 breach of their rights and a concrete plan of action to rectify same.

58/ La Decouverte school still in planing stages - have had delays with the ministry of education, changes of architects. Project is out for tender
59/ Ecole Citadelle - 12 bids received and will be assessed
60/ Pre-school: the @CSCNInfo form of request was provided to the Province (now in their hands to provide to Feds) and follow up made both with Province and Patrimoine Canada. @CSCNInfo met with @ACFAAB and provided information/statistiques for follow up.
61/ Summer 2021 would be the timing for starting construction for Beaumont school @Ecole_SV
62/ Stony Plain - potential for site swapping with another school board, continuing to work with all players. Talking about a temporary site solution - some development in teh region for a long term solution however looking to secure a site for a starter school.
63/ My note here: BUT now we have a Supreme Court decision that says you need not settle for only a short term fix for a starter school - portables are NOT equivalent

68/ Had to follow school capital manual in determining projects, speed seemed to have been the capital consideration - we had $2.5 million to spend
69/ St Christophe @Ecole_SC in Wainwright and Boreal @Ecole_BO in Fort McMurray projects - seeking approval to not go through normal tendering process on those 2 projects (gym wall soundproofing, some furnace, parking) - will get tenders on the roofing work
70/ Q from @TanyaSaumure about the $2.5 million - is it new money or will it be clawed back. A: were asked to advance projects, so accelerate to capital work for windows for example - Province did not say that the amounts received would not be reduced in the future
71/ Discussion about the site planing for the combined project of new schools for @Ecole_MJ and @Ecole_GR
72/ Will assess building enveloppe possibilities, soil testing - 2 separate building entities. Want to access the federal funding for pre-school spaces. Would want to be able to retain the existing gym as new gym would not be as large (note @CSCNInfo put I believe $400k into that
73/ Would need to maximize site (for soccer field etc) in considering building enveloppe possibilities
74/ Separate gyms, could share computer server rooms, recycling. Timing hope for a report in November to submit to Province
74/ Will want to try to find federal funding for the pre-school and day care currently there to have an independent space (that does not count against the funding space allocated for the school board)
75/ The buildings combined would be space for over 600. Looking at a max of 3-400 per building unit. What the board needs is more schools. For example, need a public elementary school in the west end of Edmonton
76/ Ismael raising the issue of whether new schools are catholic of public - @NathalieLachan6 noting the policy of consulting the parents but that she feels that in practice the Board could decide, saying that is the case is a new community but that it is different in existing...
77/ Ismael noting it has not been a perogative it has been parents who have been given the vote. My note I agree - I'm not so sure that the policy gives the board the unilateral decision
78/ JD Tremblay bringing the discussion back to the schools at issue, noting the expectation of parents may have been to have a larger number of spaces available
79/ Will have to get details from the feasibility study to see what is practicable. Admin noting that 350 elementary is plenty. More building is less school yard, don't want 3 levels, the Board has to manage for long term
80/ Discussion that a FTE increase in staff was approved in the budget - wondering if more will be required. Some margin to manoeuvre both in available candidates and budget.
81/ Now offering transportation to Millet for students to go to school in Beaumont - that's good news!
82/ Now school fees - proposed to remove cultural and set agenda fees and course fees (gym), but program fees for school programing established directly by the schools to be a local issue (such as sports programs or trips, presentation).
83/ So the school fees are uniform across the board
84/ An old policy about charging school fees D-104080 to be revoked as no longer in conformity with Education Act, and same for another where the board just eliminated the fee.
85/ This is the outgoing corp secretary and treasurer and her last meeting after many years of service to the @CSCNInfo going over some policies. Now reviewing the division of tasks for the 2 new hires replacing her position.

87/ A letter received about a changing the name of a school... It is noted that there is a policy for naming schools but not changing
88/ Now moving on to the Admin stuff, meeting dates, etc. Wrapping up here.
Thank you to the Trustees, the Administration, all the teachers and staff for another wonderful year. I hope that the work needed to implement the @SCC_eng decision will not wait until September.
