Why are Onne & Eastern not as busy as Apapa?

Apapa and ports in Lagos are deep water ports ie depth of breth. A large ships (a fully laden Panamax ship) can berth in Lagos. Lagos is also a RORO port ie Roll On Roll Off where cars and cargo can be driven directly into the ship.
The way shipping works...a large cargo ship is loaded in say Texas with goods for African and Asian ports....its uneconomic to load just for Apapa port ....Nigeria does not have the volume...Thus imports from our trading paetners tend to go only to the large ports, ie Lagos
If Nigeria wants Warri and Onne and Calaber ports to function optimally

1..dredge them or
2..have a "local" transload port so cleared containers can be shipped locally to Warri from Lagos..or
3. Buy ships that ferry cargo directly from major ports to a port of your choosing....nothing stops a consortium of Eastern States from investing in a company to own a small flotila of small container ships to take cargo from Lagos to Onitsha.
Onne has also become a much improved port, So why not a rail link from Onne to Onitsha and Nnewi?
I watched a presentation by Julius Berger who offered to ship any cargo sent to Warri from say China to Onitsha Port in Anambra....the OMATA should take them up on that
A barge like this can take 30 to 50 containers directly from Lagos to Onitsha
