On 2 November, 1947, Major Brown threatened to slaughter all the non-Muslims of Gilgit and Bunji if Brigadier Ghansara Singh, the governor of Gilgit, did not surrender. After the surrender, the defecting Muslim officers insisted that every non-Muslim must convert or be shot.
The slaughter of non-Muslims, which Brigadier Ghansara Singh had surrendered to stop, occurred anyway. Capt. Mohammad Khan `married', at pistol point, the daughter of a prominent KP. Many Hindu and Sikh women suffered a similar fate.

So surrender doesn't seem to have worked.
