Facts:

A) cases are up (a little)
B) fewer of those are being hospitalized
C) fewer of those are being put in ICU
D) fewer of those are dying

Most of the cases are:

1) serology
2) probables
3) asymptomatics/mass
4 ) multiple positives
5) old data dumps
6) cross border cases
Hypothetical example:

41 year old goes in for a surgery. Gets PCR test, comes up positive. Then hospital contact traces family. Kids 18, 15 and 11 and wife all test positive. Then man gets three more positive tests before operation.

That's 8 new positives and a hospitalization
This kind of thing is really happening right now. We're discovering so many more asymptomatic people, especially with kids and younger adults, we wouldn't have found. This is causing an artificial spike in the numbers that aren't indicative of additional spread, necessarily.
