Let’s see how the numbers break down for another department: Orlando Police Department. A thread.

The 347k calls for service are divided into 126 different categories. I organized these into four broad types:
1. Violent crimes (Part 1 as defined by the federal UCR)
2. Threats of violence, crimes against people, or people with weapons
3. Burglar alarms/unknown threats
4. Other
Altogether, Orlando PD looks similar to what NYT found in other departments. Only 0.6% of calls were violent crimes, 3% were other alleged threats to people, another 14% were unknown alarms/unclear what the situation was and the vast majority of calls were none of the above.
So the vast majority of calls that OPD responds to (83-97%) are situations that could easily be handled by an unarmed non-police first responder. The responses to these calls and the resources to handle them should be immediately shifted from police to community alternatives.
Interestingly, OPD notes which calls actually do involve an alternative agency response. Turns out it’s only 3% of calls. Another 5% of calls get cancelled (it’s not clear if that’s after officers arrived). Of the 92%+ calls that police do respond to, 84-97% of could be diverted.
