SALIENT POINTS OF THE 13TH PRRD REPORT TO CONGRESS ON BAYANIHAN ACT IMPLEMENTATION: 🇵🇭
This summarizes the major updates and significant developments on the programs of the Executive branch. The 13th report focuses on the Executive's response to Congress' comments.

I. PROVIDING EMERGENCY ASSISTANCE
✅Bottom-Up Approach adopted by DSWD in SAP implementation
✅LGUs given adequate discretion and control for swift + effective identification of SAP beneficiaries
✅DSWD has signed agreements with e-cash transfer partners to expedite SAP

✅MOA between DSWD-LTFRB-Landbank executed to provide subsidies to PUV drivers
✅DOTr partnered with GCash for cash aid distribution to PUV drivers
✅Causes of delay for OFW aid (varying banking regulations and limitations in various countries) discussed in report

✅30,495 of 45,429 LSIs returned to residences as of June 2020
✅BJMP has released 4,188 PDLS on Mar 17 - Apr 30
✅DA disbursed PHP494.945-M to 19,801 MSFFs as of June 16
✅DA gives PHP518.35-M to 72 agri-fishery based MSEs as of June 16

✅PHP48.822-M utilized by DTI, benefitting 7,531 participants in 556 brgys of LSP-NSB
✅8,900 applications for CARES lending program received from Jun 8-18
✅SBCorp has approved 676 loan applications worth PHP53.70-M as of June 18

✅TESDA gave PHP342.45-M in training allowances to 69,294 scholars
✅TESDA's TOP currently offering 68 online courses
✅MMDA continuously assisting LGUs and morgues in expediting the processing of COVID-19 cadavers

II. SECURING RESOURCES FOR HEALTH SECTOR
✅DOH maintains position that adequate testing cpacity is measured by making testing accessible to those who need it
✅COVID-19 positivity rate in the country ranged from 7-8% from Jun 1-5
✅42,000 testing capacity as of Jun 9

✅10,090 actual COVID tests per day on average on Jun 2-8
✅DOH specified system wherein a region may refer specimens to designated labs should uncontrollable circumstances hamper COVID-19 labs
✅Process for validating COVID-19 test results and cases explained:

✅288 patients enrolled in WHO Solidarity Trials to date
✅107,094 close contacts + 95,457 general contacts traced by DILG as of June 18
✅DILG organized 3,397 contact tracing teams with 54,042 members - 21,341 of which have been trained

✅DOH hired 3,807 HRH out of 9,297 emergency slots as of Jun 13
✅DOH redeployed 1,289 nurses under HRH Deployment program
✅DOH distributed PHP246.686-M worth in special risk allowance to 31,933 personnel as of Jun 18
✅OCD recorded 3,643 total donations to DOH as of Jun 15

III. RESPONSIVE RECOVERY PLAN
✅DOTr implementing following changes:
- Digital transactions
- Installation of RFIDs in PUVs
- Consolidation of Bus Franchises in NCR
- Rationalization of City Bus Routes in NCR
- EDSA MRT-3 Bus Augmentation Program
- Programs for Bike Riders

✅DA to collaborate with DENR, NIA, DPWH, and LGUs in furtherance of its mandate of Food Security under BP2 Program
