What's the status of cases vs. testing in all US states?

Thanks to @the1andonlyggee we now have one of my favorite graphs for each of the US states & territories.

They show in a single graph cases and tests, colored to see when they pass the 3% positivity line (thread) [1/7]
The green line is tests, the red line is cases. The axes are scaled so that, when tests and cases cross each other, there are 33x more tests than cases (hence positivity is 3%).

Green area means "more tests than cases". Red: too many cases [2/7]
So, what can we learn from it?

My favorite insight is how this puts to rest the argument that "Oh, cases are going up just because testing goes up!"

Maybe in some states in some points in time, but for the vast majority, these 2 lines don't move together.

Look at states like AK HI MP MT: such a good job since the beginning. A small uptick lately in some (eg, HI AK), but they're fighting it. [4/7]
We seldom celebrate the states that are doing well. Congratulations to CT, DC, DE, ID, IL, IN, KS, MA, MD, ME, MI, MN, ND, NE, NH, NJ, NY, PA, RI, VA, VT, for increasing your testing while decreasing their caseload. This is how it's done! [5/7]
There are states that are fighting but haven't won yet, with cases and tests going up: CA, KY, LA, MO, NV, OK, OR, TN, WA, WY. Keep at it! [6/7]
Conversely, look at the states that are doing a really poor job: AL, AR, AZ, FL, MS, NC, PR, SC, TX, UT. They are all growing heavily in cases, and their testing is not growing accordingly. [7/7]
