Back in the days of the pioneers a small settlement grew large. Then, part of the population didn't like that they had no input on the governance so they looked to move to other settlements.

One settlement was perfect. They had a similar culture but more freedoms for the settlers. But because of the freedoms a bunch of "less than desirable" people also came and settled in that place. Not wanting to be associated with them, they returned to the old settlement.

But then an injustice occurred and two of their people had their freedoms taken away. Upset at this, they sought another settlement once again. They found another one, very similar to their old one with people who held the same values they did.

But it wasn't perfect. To enter the land you had to agree to abide by their laws.

The rulers of the first settlement saw a chance to maintain control and pointed that out to the settlers who were leaving. They instilled in them doubt about the new land.

These concerns were valid, but the rulers didn't share them out of kindness. They offered the settlers a chance to return, but didn't commit to any real change in their governance.

So the settlers had a debate about abiding by the new land's vague laws or the old land's biased laws.

But while the people could come to no agreement, the settlers' leadership started to migrate.

What then should they do?

They could always move to the undesirable land with few laws, or the new land with vague laws, but while they debated, they stayed in the old land.

They were paying tax to the old rulers, held captive by the old rulers' whims.
