Here's a statement from the Provo, Utah police on this incident:
"A male protestor ran to the SVU on the passenger side, pointed a handgun at driver and shot one round through the window. The driver, who was struck by the bullet, hit the gas trying to leave the situation."

Note: The @ProvoPolice statement indicates there was a "planned Police Rally and a Counter protest" - it is not clear which group the shooter was affiliated with, only that he "conceals the firearm and continues to protest." Clarification from the @ProvoPolice would be helpful.
My sense is that he was with the "Counter protest" as he is called a "protestor" whereas the other event was called a "Police Rally," but I do not have confirmation.
