Stockton piloted $500 for 125 families and saw positive results. Libby says she has pledged to plan and run a pilot. Says Y combinator was supposed to run it here but they moved to another city. Plugs Oakland promise #oakmtg
Reminder that oakland promise gives $100 to 529 funds (college accounts), sits in the account, unusable for 15 years. UBI would be way more immediately impactful in people's lives #oakmtg
Tubbs says formerly incarcerated people took part in the Stockton pilot. Glad to hear that. #oakmtg
Ironically, Tubbs is talking about how expensive continuously adding more cops to police depts costs on Mayor Schaaf's program, while her whole platform centered around increasing the police force in Oakland. #oakmtg
David Harris of Urban Strategies who has run the MACRO program for the last year is up. Libby praises city council for giving the program an additional $3M in their passed budget, does not acknowledge the fact that everything from the budget is in question until later this month.
CAHOOTS vs. MACRO (CAHOOTS is based in Eugene, OR): #oakmtg
Harris says this is only one piece of reimagining public safety. Schaaf says our tasks are: restore black wealth, remove systemic racism, reform and replace the police. #oakmtg
Libby points to survey that most people in Oakland want more police, not less police. She says that might have changed recently. #oakmtg
Harris talks about smart investing in the police. Implies overtime hours shows how inefficient the police is & that Oakland spends more per capita on police than any other city. #oakmtg
Harris: There's no filtering in 911 system a out mental health, homelessness, etc in Oakland. We could set up a phone line just for this. There are trust issues with calling 911 as people don't know what to expect when cops arrive. #oakmtg
Libby says OPD has not been allowed to use rubber bullets for years, but mutual aid allows other PDs to use them.
Harris: well, two different questions in the chat are asking about rubber bullets so it's definitely happening. #oakmtg
Ron Davis, head of community policing under Obama, will be on Libby's talk show next time.
Libby tries to push reform of the police in the same breath she says mutual aid is confusing.
Me: the solution is to reject mutual aid so we can actually remove rubber bullets #oakmtg
Harris: If you're living in a community that is constantly under siege... there are times when people need the police. To bridge the gap in trust will require culture change, training, and leadership.
Libby asked how she dealt with economic recession: Froze 50 vacant positions, no travel, cutting contracts, let go 400 part time employees, FEMA, grants, rainy day fund
"The final budget... cut $14.3M from the police department."
@APTPaction, @LibbySchaaf keeps saying in her town hall that the budget is final. We are not done. The Council voted to extend budget conversations later this month. We need the Mayor and City Council to know this isn't over. #defundOPD#oakmtg
Harris: This movement to reimagine policing is not gonna go away and it's something residents will need to be invested in.... it will save lives. #oakmtg
Libby closes by pleading with residents to stop traumatizing first responders, animals and refugees with fireworks. #oakmtg
At Reimagining Public Safety Taskforce. On mobile so my tweets will be more sporadic. We have 2 #oakmtg (Appreciation) Club members on Advisory boards. But there are also 120 people on the Advisory Boards.
Aman Sebahtu says they are extending the timeline, but advisory boards are meeting 3x in 2020 & 1x in 2021. Still concerning. Rocky start to this meeting included not having enough space for all AB members as panelists & approval of mtg notes misinterpreted as roll call. #oakmtg
Ok, I was wrong. It's 130 advisory board members. #oakmtg
Ok, signing in to live tweet the Police Commission meeting. Public comment, Bruce S complains about Manheimer showing up to City Council meeting with that training video and last-minute showing up with a new Use of Force policy. #oakmtg
Rashida Grinage thanks Anderson and Jackson for their presentation at the City Council meeting. @meganasteffen asks about stop data that should have been released Sept 30th and should be in Attachment 6. @UCBRachelB comments and I'm so sorry I couldn't capture it in time #oakmtg
A caller asks to prioritize missing victims unit, gives examples of failures in the missing persons cases. #oakmtg
We've updated the voter guide to reflect this latest change, but Johnson’s candidate profile needs to be rewritten to incorporate this news. Thanks for your patience while we make our updates.
Mariano Contreras of the Latino Task Force makes comments on the CPA propsed changes to use of force policy: 1. must be clear that racial disparities impacts use of force and police must be clear on this 2. Must be a commitment to de-escalation
3. Encouraging officers to walk away instead of escalating 4. Officer can only use a proportional amount of force to a situation and cannot use vague language to wave it away 5. Less lethal weapons can only be used for immediate danger of serious injury
6. Violations of use of force will not be protected by qualified immunity" 7. No distinction between use of "objectively reasonable" force, just "necessary" force 8. Specialty impact weapons like wooden bullets to be recategorized as lethal use of force
Is everyone ready for a good ol' fashioned #oakmtg? Time for the Reimagining Public Safety Task Force. Let's see how this 19-person committee goes...
CM Bas kicks it off with a grand speech about redefining success, CM Taylor gives a slightly less grand speech, introduces Ed Reiskin, who hopes that between all 19 people, the task force can find common ground. I'm glad we can see everyone's faces.
Seems the City Administrator's office is providing resources to the task force. This is interesting since that office seems somewhat stretched thin and disorganized already? #oakmtg
