Under art. 125 of Revised Penal Code, you can be detained max of 36 hrs w/o charges for capital offenses, but w/the ATL, it's 14-24 days. We can't entrust the enforcement of this law to trigger-happy authorities, especially under the current admin & his successors. Here's why: 
Here's Rolly Panesa, an innocent man, a simple security guard working in a hospital in QC. On October 6, 2012, while on his way home with his wife and the latter's daughter and son-in-law, men in plainclothes forced them into 2 vehicles. They introduced themselves as policemen.
The abductors were insisting that Rolly is Benjamin Mendoza, a high ranking member of the CPP-NPA in Southern Tagalog and his wife is Ka Luisa. This certain Benjamin Mendoza has a bounty of 5.6 Million Pesos.
I was part of the QRT team who responded to the arrest of Panesa. When we heard that he was brought in Camp Vicente Lim, we rushed there together with the lawyers. They denied having custody of Panesa and his companions.
Later on, Panesa was surfaced in black and blue face, obviously TORTURED. The poor man was forced to admit that he is a high ranking NPA member. He was transferred to Camp Bagong Diwa in Taguig where he was detained for 11 months.
His lawyer filed a petition for habeas corpus which was granted by the court. He was later released from prison. I am a law student at that time, and I have seen him in almost all of his court hearings.
Rolly battled his illegal arrest and torture in court for so long. In 2012, MTC Calamba Laguna ruled that his torturers and abductors are NOT GUILTY OF THE CRIME because the court finds that there is no moral certainty & a reasonable doubt exists on the guilt of all the accused.
Rolly's life has never been the same since. I brought up this story not to scare you but to tell you that we can all be Rolly. COULD YOU IMAGINE BEING IN THE HANDS OF THE AUTHORITIES FOR 14-34 DAYS? and you will be force to admit to killing all people they know?
And no one knows you are in custody because they will deny access to your families and even lawyers. HOW CAN WE TRUST THE AFP AND PNP WHO WILL IMPLEMENT THIS LAW? THEY ARE NOTORIOUS HUMAN RIGHTS VIOLATORS!!!
Go out today and protest!!! Don't let anyone take away your rights! Speak out and register your anger and disgust to this government! JUNK ANTI TERROR LAW!!!
