On PM CARES ventilators scam, @HuffPostIndia today reported that AgVa ventilators (of which PM CARES has ordered 10,000) fudged their software to hide their poor performance.

This ventilator was rejected this week by major Mumbai hospitals.

But wait - IT GETS MURKIER!

(1/9)
On 5 Mar, govt-owned HLL Lifecare issued a tender for procurement of ventilators.

This tender was amended a number of times.

On 27 Mar, an amendment was issued which made 2 conditions:

(a) co. should have EU/US FDA approval
(b) co. should have a service centre in Delhi.

(2/9)
Suddenly, 4 days later, on 31 Mar, it turned out that the Modi govt. had already placed orders for 40,000 ventilators.

Of these, 30,000 were to be produced by Skanray-BEL & 10,000 by AgVa healthcare.

Neither of these 2 cos. had EU/US FDA approval as the tender required.

(3/9)
Subsequently, the HLL tender was amended AGAIN on 18 April (for the 9th time) where the requirement of EU/US FDA approval was quietly removed.

Reminding you again - 40,000 ventilators from Skanray-BEL & AgVa had already been ordered by the time this amendment was issued.

In between, a certain Dr. Deepak Agarwal of AIIMS wrote a paper in The Indian Journal of Neurotrauma on "ventilator politics" & lobbied for AgVa ventilators.

The paper claims "no conflict of interest".

But wait - Dr. Agarwal is the CO-FOUNDER OF AgVA Healthcare!

Also PM CARES Fund was announced on 28 March.

It announced procurement of 50,000 ventilators (which includes 30,000 by Skanray & 10,000 by AgVa) on 23 June

How was this procurement of 40K ventilators made on 31 March then? PM CARES ordinance came into effect on 1 April.

As far as the sub-standard Agva Ventilators are concerned, @TheKenWeb & @blueringtail did an in-depth story on the scam as long ago 5th May.

It also talked about how favoritism was shown to AgVa through the entire process.

- BJP President @JPNadda had said 60,000 PM CARES ventilators would be delivered by June-end. Didn't happen.

- Why was an order already placed by the govt on 31 Mar for 40,000 ventilators announced by PM Cares in June?

Who is paying for these: the govt or PM CARES?

(8/9)
This is an issue of life & death. Not only have all ventilators not been delivered, some of them are also substandard.

Besides, AgVa ventilators cost 1.5-2 lacs but PM CARES claims to be spending 4 lacs on them.

THIS IS A SCAM. SPEAK UP!

It's people's lives at stake.
