This is not normal. This is police leadership saying they're no longer allowed to use the tools they've used in the past to keep crime low: "Conditions" "SNEU" "Anti-Crime" "FIO". They're more than acronyms. They targeted violent offenders. But now there's no longer a game plan. 
It also means a lot of NYPD police executives are about to retire.
The collaboration between police and prosecutors is key. Sometimes heavy hitters need to be arrested for low-level offenses not because of *that* offense but because, "yes, we're targeting *you*, repeat violent offender." That's no longer politically possible. Hence more violence
