NYPD Chief Monaham in respond to a question: "Don't call it 'propaganda.' This isn't propaganda. It's violence."

Monaham: DAs say earliest grand jury is August 10. Cases where we've made shooter identification are a problem, because we can't take the person off the street. Working on it.
Monaham: COVID plays a role. Of course. People have nowhere to go. So they're out on the same corner and the same block.
LiPetri: This year 40% of all gun arrests have been released on their own recognizance. Compared to 25% last year.
Monaham: 101 victims this weekend who took a bullet. 18 were killed. Imagine if there weren't cops out there. At City Hall Park over there, take a look on the street, you see the communist hammer and sickle. Are these the loud voices our city should be following? I hope not.
[From the top] LiPetri: 2,500 individuals released early because of COVID. 75% convicted felons. "NYPD did have a voice in that the decision, and we were ignored."
LiPetri: Half of shootings in just 10 precincts. (Out of 77 precincts.) Those communities are being overrun by gang violence.
LiPetri on bail reform: Non-bail-eligible burglary and robbery; More than 1,000 more re-arrests. For an agency that is down 40,000 arrests.
LePetri: 3,000 unique people have been arrested 9,000 times since the pandemic. We talk about Rikers release and bail reform. How about talk about how's not going into Rikers. ROR, released on their own recognizance, ROR, ROR, and then commit a murder. That's a true story.
LiPetri: 40% of all the disposed cases for carrying an illegal gun in NYC, 2013-2014 ended up with some kind of jail or prison. 2019? 17%.
LiPetri: I have an individual that gets arrest in 2018 for an illegal gun. It takes a _year_ to indict that person. Because there's the possibility of a plea bargain or something. That person does a triple shooting in June.
LiPetri: Multitude of reasons for increase in shootings. When it comes to street violence, we have the knowledge to stop shootings, it's unfortunate the most of our power has been taken away. We have the knowledge. We don't have the power.
Monaham: 136 times people who have been RORd were present at a shooting (in some capacity). Open gun arrests, additional 40 people who were on the scene of a shooting. But it's not one factor.
LiPetri: Burglary and robbery in particular see recidivism directly related to ROR and COVID release. Now car theft gets a desk appearance ticket. ... It is not one factor. There are so many factors.
Monaham: There is a fear going through the police right now because of the "diaphragm law." We have no issue with the first part of it. We've banned restricting the airway for decades. But the diaphragm is the idea that if you kneel sit or stand on somebody's chest....
...during the course of an arrest, if somebody is fighting, which you see more and more, you can be arrested for that. But it only applies to NYC police and peace officers. Absolute lunacy. DAs believe the bill is ill conceived, but they haven't come out publicly to say it....
...I spoke to city council members who felt that portion of the bill prior to them signing was inappropriate. But not one wanted to be seen as the one watering down a police reform bill. [end]
