not a virtually bankrupt Fed Govt. The champions of devolution and decentralization aren't willing to delegate powers to Local Govts which might mitigate the minority within minority dilemma. This is going to have severe consequences for our fragile federal structure.
Note : Minority within minority dilemma refers to a situation in which a minority group resides in a minority province and both are distinct from each other. Like Muhajirs in the province of Sindhis or Hazaras in KP
