.@GavinNewsom: "None of us were shy about our condemnation of @PGE4Me. PG&E is now out of bankruptcy, but they're coming out a new company, with new expectations and accountability. And new criteria, that if they don't perform, CA can intervene in ways we couldn't in past."
"They're now required to do new things on vegetation management, updating grid, sectionalizing grid to be more precise for when they turn off/on power, weather monitoring stations, infrared evening capacity, procure personnel that are required."
"There's a new wildfire safety division, $5 billion obligation to invest in hardening their infrastructure and underground wires. That doesn't come with a profit attachment. You don't have to pay the costs associated with the return on the investment they've sought in past."
"New board of directors, 11/14 members have been replaced, there's a new CEO. Different skill sets, obligations. I also signed a bill that allows us to take PG&E over if they're not performing on expectations and mandates. We have graduated sanctions, oversight."
"I'm not going to overpromise that everything will change overnight with PG&E. It took decades for them to create the mess they created, and go bankrupt twice. But we've never had the real oversight and accountability that we do today. Let's continue to hold them accountable."
Chief of CalFire: "We're in peak fire season. They're going to start burning through the night and into the forest. This is the time of year they start to get bigger and more difficult to control. We have 3 helicopters ready to drop water today."
"95% of the time we'll be able to keep fires to 10 acres or less. What we need from the public is continued vigilance. We promise to maintain the effort that was undertaken in the last year on 35 projects. But help us identify fires. The cameras work great, but phone is faster."
"We've already arrested -- CalFire only -- 45 arsonists in 2020. That is because of tips that come from the public. We need to have that information. And as we start to respond to fires & there are evacuations, we need you to wear your masks."
"We really need you to wear the masks. Us firefighters are wearing the masks and we need the public to help with this messaging."
"I don't think we'll be at full capacity this year of inmate fire crews. Last year we had about 155 crews, and we hope to get to that number or close to it. But we're also looking at the reality. We don't have those crews, and we might not."
.@GavinNewsom: "We have decompressed the prison system by 10,000, and we plan to do more. As a consequence of that and some of the camps we've quarantined, that's brought down total number of inmates to help fund fire crews. That's why we're building new cohort of 858."
"In 2006, the health needs of our prisoners weren't being met, and a federal receiver took over the health care delivery system. Many of the decisions come from the receiver's officer. A pointed authority, pointed capacity to deliver. We're working w/ receiver, plaintiffs.."
"defendants, federal judges, to engage in dialogue about specific conditions. We have 2,338 positive individuals in 35 prisons, a system that has over 110,000 people. It's too many, but we've had flareups in many prisoners, where we were able to address those outbreaks."
"The biggest concern remains San Quentin. We're working with the receiver, federal judge, to decompress that system. We had 4,051 inmates there on March 1. Now we have a plan to bring that pop to 3,076. That's phase 1. 131% capacity to <100% capacity."
"We're cohorting individuals, testing people, testing staff, to expedite testing results. We want to make sure all rowing in the right direction. There hasn't been one week in the last 2 months we haven't focused with laser intensity on congregate settings, including prisons"
"It is frustrating that someone made the decision to transfer patients from Chino to San Quentin that's led to the situation we're now in. We're all accountable to this situation and we need to be forthright about it."
"I've been to San Quentin on at least half a dozen situations. It was built in 1851, it's a more challenging environment in terms of mitigating the spread."
"What I can't do is release people to the streets, sidewalks, parks and call that compassion. I want to make sure people have support when they get out. We're trying to procure hotel rooms, we have to do the same, same responsibility, for early release cohort."
"I put a moratorium on death penalties in the state, I take it very personally, moving people forward safely and with an eye on public safety. Just the other day I heard a story of a child who was strapped to the ceiling with duct tape while he bled out."
"The man who did that is not high on my list to release. We can't just release people out on the street. We have to be aware of the potential for people to reoffend."
"Power shutoffs -- we're working to make it more precise so PG&E isn't shutting off wide swaths. We have experts on this space on the advisory committee and safety committee within PUC. We also have $15 million in budget to support county senior centers, elections."
.@WeAreCTA said schools aren't ready to reopen. What do you say to concerned teachers?
"We need to, it's nonnegotiable, keep people safe and healthy. We can't go back if we can't promote the safety and hygiene required. That includes bus drivers, janitors, and the like."
"I appreciated the letter from CTA. If we can't safely reopen, then we'll have to modify how we advance learning. The other thing that's nonnegotiable is we have to teach our kids. We prefer in-person education for social, emotional and academic reasons."
"But if it can't be done safely, then we have made it clear in the language in the budget that we have $5.3 billion to address learning loss, hybrid models of learning, and doing justice to distance learning that's equitable for all kids."
Do you support removal of police from schools?
"We have many schools that are increasing their own police depts, decreasing the number of counselors to deal with mental health. I find that rather curious, and put language in the budget to tackle this question."
"There may be appropriate need to have police departments for some schools, but not in other cases. That will be adjudicated with a task force we've created."
Re: @CA_EDD: "Some 6.3 million have filed for unemployment and received it. We've distributed >$44.3 billion, including $3.5 billion just last week. It's not enough, we got to do more and better. I could sit here and lament our antiquated tech system that dates back..."
"almost to the time San Quentin was built. As we work thru this surge, we have a chance to advance IT improvements and business process improvement that we have underway, supplementing personnel and how we deliver this fundamental experience."
"There are vexing cases where people can't get response, some paperwork that hasn't been presented - they all require individual case managers and they can be very time-consuming. But that's not an excuse. All governors say they're struggling too."
"We have resolve to address this so that future governors don't have to sit here and address @CA_EDD, those three little letters that have become almost as prominent this year as PSPS was last year."
