This is one of several concrete proposals that will improve life for backlogged people. It will give people the ability to stay and work and not be dependent on staying employed with an original sponsor indefinitely. 3/x 
This is obvious a big one. Biden will increase green card numbers and introduce a market-mechanism to raise or lower the cap based on demand (a key component of the excellent 2013 reform bill). Plus, no green card cap for Ph.Ds from US schools. 4/x
This one's very interesting. Basically, empowering cities and counties to set up their own green card programs to attract workers and entrepreneurs. This could be a huge boost to areas needing help with economic development and create a lot of jobs for US workers. 5/x
Finally, Biden will make reforms to the H-1B program while also increasing the numbers (stuck at a level set in 1990). I agree the program, while key to the economy, needs reform and I think this can be healthy. CRITICALLY, Biden also supports ending per country caps. 6/x
