Amid growing evidence of cultural and demographic genocide in Xinjiang, these inter-ethnic marriage "bonuses" appear to be threats: marry a Han Chinese partner or pay a terrible price.
Many people seem to think that the People's Daily video of a Uyghur man dating a Han Chinese woman is just a sweet, interracial love story. I myself am mixed race and of course if a young Uyghur Muslim chooses on their own to marry a Han Chinese partner, that is perfectly fine.

Eugenics is a key part of China’s population engineering. Even as officials urge “high quality” Han Chinese women to marry and get pregnant, they have since at least 2015 tightened birth restrictions on “low quality” Uyghur and other ethnic minority women. Image
As I write in Betraying Big Brother, Xinjiang authorities invoked “ethnic equality” in 2017 to announce that they were ending the decades-long policy of allowing Uyghurs and other ethnic minorities to have one child more than families from the Han majority. Image
A senior Chinese official justified the 2017 tightening of birth restrictions on ethnic minorities by saying southern Xinjiang had serious problems with “poverty, rapid population growth and serious public health deficiency.” Image
Remember, back in 2015 another senior Communist Party official said the government needed to combat “worryingly high birth rates” in southern Xinjiang, which was bad for “the population quality in the region, posing risks to social stability.” Image

But limiting births among Uyghur and other Muslim women is only part of Beijing’s eugenics-minded plan to boost China’s “population quality”. As I write in my book, China has a new propaganda campaign to drive up plummeting birth rates among “high quality” (ie Han Chinese) women. Image
Under the new “two-child policy,” China’s propaganda has become even more aggressive about pushing college-educated, Han Chinese women in their twenties to marry and have babies. “Don’t miss out on women’s best years for getting pregnant!” warn some headlines in state media. Image

While the Chinese state is forcing Uyghur and other Muslim women to be sterilized or have abortions, it's bombarding Han Chinese women with propaganda like this about the glories of having more babies:

As I write in my book "Betraying Big Brother", the women who DO want more babies (Uyghur, Kazakh etc) are prevented through coercive policies from doing so, while the government's targeted group for MORE babies - Han Chinese women - increasingly don't want any babies at all.
In my 2014 book, Leftover Women, I also write about eugenics and the origins of China’s massive propaganda campaign to push single, educated women in their twenties (called “leftover” or “shengnu” 剩女) into getting married and having babies. Image
China’s State Council issued a 2007 edict on “unprecedented population pressures,” citing the “low quality of the general population, which makes it hard to meet the requirements of fierce competition for national strength.” It named “upgrading population quality” as a key goal. Image

How can Uyghurs say no to sexual overtures from Han Chinese people if they want to avoid retribution? Especially if the Chinese person is part of the "relatives 亲戚" program, where Xinjiang authorities require Uyghurs to host Chinese and often sleep in the same bed?
