The goal isn't just to manufacture better numbers. It's to create alternative narratives for Trump's followers to grasp in his defense. It's the illusion of confusion, to deny objective reality exists.
You'll see more of this as the death toll mounts. Not this or that is true, but "who knows?" They hope to be forgiven for ignorance for what we well know to be incompetence and malice.
