There will be no "safe" way to open schools. There is no way to guarantee that someone's direct family member doesn't go somewhere and get it. That student could then be an asymptomatic and will bring it to school with them.
This whole thing is a bandaid that needs to be taken off and everyone is just (somewhat understandably) scared to be the one to take it off.
If a teacher understandably doesn't want to expose themselves to a situation where they can contract the virus, hopefully there is a way where they can fulfill their educational obligations via online classes or some other method.
If that is not an available option, they should be shown to the door. Any other profession where you do not accept risks associated with tasks performed in position you are repositioned or let go. Please apply again when you feel comfortable returning to work.
A large part of how our society has adapted to working REQUIRES children to go to school for 7-9 hours a day so parents can be gainfully employed. Many people require 2 incomes in order to live the lifestyle they have grown accustomed to.
People have been likening this situation to World War 2, although laughably, saying everyone must do their part and social distance, wear their masks, etc.
