Strategy 1: Automatically enroll people from family planning programs.

...and to seamlessly enroll them into full Medicaid coverage. Louisiana used this strategy in 2016 and they were able to automatically enroll over 197,000 people.
Strategy 2: Enrollment based off of other federal programs.
Most adults enrolled in the SNAP program are eligible for Medicaid. These states have the necessary information to make a full Medicaid determination for these adults, without a separate Medicaid application.

Louisiana (2016) and Virginia (2018) both used this strategy after they expanded Medicaid.
Strategy 3: Enrolling parents based off of their children’s Medicaid eligibility.
Children are eligible for Medicaid if their household income is up to 138% of the poverty line, which means upon expansion, many parents would also be eligible.

Using this information, states can easily identify these parents and seamlessly enroll them into full Medicaid coverage.
California, New Jersey, Oregon, and West Virginia have all implemted this strategy.

Strategy 4: Expanding presumptive eligibility (PE):
PE allows entities to screen individuals for Medicaid eligibility and temporarily enroll those who appear eligible; individuals can then submit a full Medicaid application for ongoing coverage.
