Which country outside USA has the biggest per capita outbreak?

Oman having about 33 new cases / 100K population daily

Florida averaging about 52 new cases / 100K daily

Indeed, 13 US states have outbreaks worse than Brazil, previous gold standard for how not to control virus.

Some of our states are small -- but FL, TX bigger than many countries

Our states having terrible outbreaks, are the global hotspots

Florida continues to generate more cases than Europe daily

We must get these outbreaks in our states under control

Need a national plan for how we stop being among the worst performers globally
