If your local economy is crashing who should you furlough during a pandemic?
Public health employees, of course (but spare law enforcement).

The local government where I live is hurting financially (sound familiar) due to lost tax revenue. In our case, hotel taxes make up a substantial fraction and the lockdown and reduced tourism greatly reduced visitors.
Given the budget shortfall, the County announced furloughs of the 2400 government employees of 7.5% w/ department heads having a 10% furlough. How did I find out about this? The county health officer who has been guiding us through the pandemic will be one of those furloughed.
How does it make sense to furlough the public health department during a pandemic?
(Note: Law enforcement is being furloughed 5% & negotiating an additional 2.5% reduction to contracts; not sure why public health couldn't be partly or wholly exempt from furloughs).
I can't understand how one would furlough the very people who are trying to bring the epidemic to a halt which would restore the local economy and tax revenues.
