Let’s face it, @Policy - when it comes to removing antisemitism in an effective fashion, Twitter has failed miserably. The whole process of assessing hate speech on this platform is a mess and should be revamped. As such, I propose the solutions outlined in this thread.
The first step would be to set up an independent compliance outfit dedicated to monitoring hate speech on Twitter & addressing complaints about it. Such an entity would require cooperation from anti-bigotry orgs across the board, with advisors from them providing guidance.

Next, Twitter should build a volunteer corps of trusted, vetted “reporters” with experience in web moderation & hate-speech identification. These reporters will comb thru offensive accounts & their followers on this platform to delete tweets & compile data on such content.

Advertisers need to incentivize hate-speech removal by rewarding Twitter with new business if certain levels of “cleanliness” are reached. So, say Twitter removes 1,000 antisemitic accounts in a month; this could lead to, as an example, a company augmenting ad placement.

Twitter must report the results of its hate-speech removal activities to the independent entity on a regular basis. Data such as by what percentage suspensions are up or down over the past month or so would be analyzed - with the goal of continually improving the process:

In addition, Twitter should make its community guidelines on hate speech more transparent, with multiple examples of blatant antisemitism & other prejudice featuring neo-Nazi code words & patterns available to the public for reference. These terms should be updated as needed.

Proper training must be administered to the Twitter teams moderating hate speech. This training would be provided by anti-bigotry orgs dedicated to fighting all types of prejudice, including antisemitism, racism, Islamophobia, misogyny, homophobia and ableism.

Training also must be provided with regard to disputes as to whether any tweet constitutes hate speech. Formal reviews with must be instituted, as well as regular meetings that cover linguistic and pictorial trends in antisemitism, racism and other forms of bigotry.

Twitter should update the public more regularly on its efforts to counter hate speech on the site. These communications also should be reported to the independent entity, as well as to the government. Any messages should be distributed on social media for public comment, too.

Finally, Twitter should consult with religious & community leaders on they bigotry they face & how they address it ... as well as how they’d want it to be addressed. Any suggestions should be reviewed & implemented as needed.
