A month ago I tried to find out how many people had died in TH care homes from COVID
Told I did not have a need to know, see thread
So I submitted an FOI as suggested
But it does not answer the questions, see blue letters in pic, just links to an Excel file which I had seen

To use the file you need to have Excel & know how to use pivot tables!, fortunately I do, so here are numbers
29 dead in care homes
No details on which home, how many homes & seemed to differ from evidence in O&S meeting
So FOI did not answer my question but from unofficial

sources soon knew it was Aspen Care home
Later confirmed in the press as 21 deaths there
So I have to rely on press and not Tower Hamlets Council to answer my initial questions on number of deaths in care home, other 8 deaths?

All of this means we do not fully understand what happened in care homes in TH
I can ask some Q in Overview & Scrutiny meetings but only if on agenda (which I do not set) so have some partial answers but not the full picture so we do not know whether what happened in Aspen

was unusual, their fault, due to circumstances beyond their control, did patients arrive infected from hospital etc? we have some evidence from different sources but nothing official & until we do how can we learn lessons
I suspect CQC & Council staff know but other people?

@RNBlake has provided more information about Westferry Printworks decision delay
26th July 2018 Financial Viability Assessments from applicant published on Council website
BUT BNP Paribas not appointed to review them until 30th October, 14 weeks later
2 weeks before 16 week

deadline to make decision
LBTH now use BNP Paribas as preferred consultant to review developers viability models, an automatic choice
So 14 week delay explains why viability analysis late, if you start late you finish late, that is a Council responsibility

applicant submits detailed financial model saying what site can deliver based on some assumptions of what they say they can sell apartments for minus build costs = scheme profit & affordable housing %
BNP Paribas employed by Council to check those assumptions are reasonable

Some thoughts about Robert Jenrick responses at HoC Select C'tee today
Long answers from the Minister meant not as much ground covered as you would expect & nearly all his responses repeats of what he had already said

Jenrick said that only meetings had to be declared in
his decision letter, even if you accept that a dinner sat between Richard Desmond and four of his employees was not a meeting, Annex A to his decision letter shows a list of representations made after the enquiry closed,

all were in the form of letters
So not clear why a dinner + text message exchanges should not also be disclosed?
This again suggest knowledge of his dinner & text messages in the department was very low & not documented anywhere

Hopefully the committee will find these useful as a supplement to the 26 they asked previously
It is of interest that @mhclg have not answered any FOI yet, I suspect like the release of docs on the 24th June that will happen after any Parliamentary appearance to ensure FOI
