Ankle-deep experience: You are in control. Signifies the work of the Holy Spirit when you give your life to Christ.

Knee level exprience. Here you have encountered god and experience you're certain He is real and you get closer to Him.

Waist level experience: In the Holy Spirit you can experience this stage. The Holy Spirit becomes real to you at this point. You can relate and spend time with Him like you're chatting with a friend.

Each counter produces outward results. Progressive growth is crucial. You need to move from the ankle to the knee as well as then move to the waist level.

Deep level. At this point, you no longer stand. You need to swim to survive. God wants you to swim in the Holy Spirit. He takes over your life and navigates you through life.

There is a lot in the Holy Spirit when you rely on Him. He is not asking you to stand in the line, just want you to belive and come to Him. You can move from the ankle to the deep end in a day. It depends on what you want.
