The only parts of the meeting I've been able to catch are the eminent domain discussion and this leaf blower ban πππ What did I miss? #oakmtg
Talking about the rideshare tax now. Kalb is in favor "I know everyone hates taxes" but Taylor says this is a pass-through tax that will hit the riders more than the bottom line of the business. #oakmtg
Wow, the issue does not go to the ballot, was voted down. #oakmtg
Thao is now speaking to getting Sunshine Ordinance back up. I hope this passes, the short timeframes have been awful and there has been minimal transparency. #oakmtg
Kalb brings up the question of why they can't put their videos on. Thao replies that the problem is that the platform will crash. Kalb wants to put pressure on each CM to state their preference to make staff actually get video to happen. #oakmtg
Reinstatement of Sunshine with amendments passes unanimously #oakmtg
Daniel Hamilton of Oakland Public Works now presenting on the Equitable Climate Action Plan #oakmtg
I love me some graphs #oakmtg
Hamilton says we can meet the 36% requirement due to COVID but it will likely rebound once we reach full recovery.
I'm glad this plan acknowledges the overlap in the impacts of climate change and socioeconomic status. It's one of the big focuses of the company I work for and I'm glad this was considered when crafting it. #oakmtg
I also love the shoutout to @GRID in this presentation-- as a former solar industry professional, there's a lot of respect and love for that org, and it's a right of passage to volunteer with them. #oakmtg
I think Najee Amaranth is speaking. He speaks to using money from defunding OPD to pay for this, create a public bank of Oakland, and to maintain the equity lens that is baked into the climate plan. #oakmtg
Kalb brings up that he tried to fund the climate action plan in his budget amendments last week. The environment is his big issue, so that makes sense. #oakmtg
Climate Action Plan passes unanimously. Onto the Task Force. #oakmtg
I still think this cover image is tone-deaf: #oakmtg
Here's the updated chart -- adding nominees for the at-large CM & the mayor. Also adding partnerships. #oakmtg
Anyone who wants to be involved should email reimaginesafety@oaklandca.gov #oakmtg
Here are the changes to structure in terms of nominated members: #oakmtg
Bas glosses over some of the earlier comments but gives props to the black women who have been working on this issue for years. #oakmtg
Oh no. McElhaney is talking again. "The demonization of the equity caucus has been... troublesome to my heart." #oakmtg
Interestingly, she doesn't think there should be an appointee from the mayor. But wants to add a teenager to the group, under 18. She also wants to know who's reporting on the work. #oakmtg
Reid defends the mayoral appointee. No surprises there. "despite what people may think of her, she is still the chief executive of the city." WOW. #oakmtg
Kalb says one mayoral appointment is only one out of 17 (thought it was 19?). "Who better to convince her than the person she appoints to the task force?" I don't think this is the best approach. But neither is a 19-person committee. π€·ββοΈ #oakmtg
Motion passes, including the mayoral appointee. #oakmtg
This is just a wild guess, but the people who aren't wearing masks probably aren't taking the time to hang onto a 9-hour long city council meeting. #oakmtg
*ten, sorry, forgot it started at noon this time. #oakmtg
Here's my attempted public comment-- the last few seconds were cut off: #oakmtg

At Reimagining Public Safety Taskforce. On mobile so my tweets will be more sporadic. We have 2 #oakmtg (Appreciation) Club members on Advisory boards. But there are also 120 people on the Advisory Boards.
Aman Sebahtu says they are extending the timeline, but advisory boards are meeting 3x in 2020 & 1x in 2021. Still concerning. Rocky start to this meeting included not having enough space for all AB members as panelists & approval of mtg notes misinterpreted as roll call. #oakmtg
Ok, I was wrong. It's 130 advisory board members. #oakmtg
Ok, signing in to live tweet the Police Commission meeting. Public comment, Bruce S complains about Manheimer showing up to City Council meeting with that training video and last-minute showing up with a new Use of Force policy. #oakmtg
Rashida Grinage thanks Anderson and Jackson for their presentation at the City Council meeting. @meganasteffen asks about stop data that should have been released Sept 30th and should be in Attachment 6. @UCBRachelB comments and I'm so sorry I couldn't capture it in time #oakmtg
A caller asks to prioritize missing victims unit, gives examples of failures in the missing persons cases. #oakmtg
We've updated the voter guide to reflect this latest change, but Johnsonβs candidate profile needs to be rewritten to incorporate this news. Thanks for your patience while we make our updates.
Mariano Contreras of the Latino Task Force makes comments on the CPA propsed changes to use of force policy: 1. must be clear that racial disparities impacts use of force and police must be clear on this 2. Must be a commitment to de-escalation
3. Encouraging officers to walk away instead of escalating 4. Officer can only use a proportional amount of force to a situation and cannot use vague language to wave it away 5. Less lethal weapons can only be used for immediate danger of serious injury
6. Violations of use of force will not be protected by qualified immunity" 7. No distinction between use of "objectively reasonable" force, just "necessary" force 8. Specialty impact weapons like wooden bullets to be recategorized as lethal use of force
Is everyone ready for a good ol' fashioned #oakmtg? Time for the Reimagining Public Safety Task Force. Let's see how this 19-person committee goes...
CM Bas kicks it off with a grand speech about redefining success, CM Taylor gives a slightly less grand speech, introduces Ed Reiskin, who hopes that between all 19 people, the task force can find common ground. I'm glad we can see everyone's faces.
Seems the City Administrator's office is providing resources to the task force. This is interesting since that office seems somewhat stretched thin and disorganized already? #oakmtg
