There are many modern liberal changes that were a need of the hour eg. Different exit points in HE, Choice to choose subjects, Simplification of board exams, etc

WHY WAS THERE NO PARLIAMENTARY DISCUSSIONS?
ModiGovt talks abt having done extensive bottom up discussions with stakeholders, which is a good approach but it’s NEVER A REPLACEMENT OF TOP-DOWN APPROACH of parliamentary discussions for Macro analysis of policy

But FYI it’s a very old argument, even education policy of 1968 & 1986 had that provision
BUT MODI’s TRACK RECORD IS DOUBTFUL
Bcoz he reduced UPA’s education spending of 4.5% in 2011-14 to 3.4% in 2019-20

Most historic policies didn’t really address the quality of education through teachers, even though 80% funds are spent on teachers
The obvious issue of CONTRACT TEACHERS, recruitment & career insensitive by promotion for teachers should also have been address in NEP
