If you have a society that believes in witchcraft and designates a part of its population (erroneously) as witches, persecuting a disproportionate number of them in the process, an understandable short-term response might be to lean into the construct and argue that it matters 1/
A longer term, much more difficult but much more durable solution, however, would be to get a significant enough proportion of the society to understand and accept once and for all that there is simply no such thing as witchcraft or witches 2/
that there are only human beings, all of whom are entitled to equal protection and dignity.

To clarify the thought experiment: The worst situation to be in, no doubt, is a society where witches are reviled and routinely burned at the stake. A huge improvement is a society that comes together to acknowledge that witch life matters. But the best scenario lies beyond that.
(You might even capitalize the W in witch but that is a Pyrrhic victory over the ultimate truth.)
