WH adviser Larry Kudlow on CNN repeatedly tried to use the figure $700 or $800 in terms of unemployment benefit the WH would help provide.
But that includes the *base* state benefit. Which is not changing regardless of Congress.
The federal government will pay for an additional unemployment benefit of $300 per person IF that person's state provides another $100.
It is far from clear any state would have the finances to do that.

WH's Kudlow says it will be worth $1200 per worker.
He does not note that is over four months.
And does not note that, as it stands (w/out Congress acting), all of those workers likely will owe that money back later.

Mnuchin said POTIS is NOT ordering a payroll tax cut right now, but a deferral. And he *hopes* that he is reelected, so that he could *then* make it a cut at that point.
Meaning forgive it, so people wouldn't have to repay.
