What the WH proposes is:
The federal government will pay for an additional unemployment benefit of $300 per person IF that person's state provides another $100.
It is far from clear any state would have the finances to do that.

Again, Kudlow is saying it's $800 but he is including the current benefit. So average $400 now (in some states it's less) + hypothetical $400 more.
In addition, Kudlow said the WH is still sorting out which, if any states, would be able to do this.

He does not note that is over four months.
And does not note that, as it stands (w/out Congress acting), all of those workers likely will owe that money back later.

Mnuchin said POTIS is NOT ordering a payroll tax cut right now, but a deferral. And he *hopes* that he is reelected, so that he could *then* make it a cut at that point.
Meaning forgive it, so people wouldn't have to repay.
