Quebec is updating the back to school plan it unveiled early in the summer. Ed Min Jean-François Roberge, Health Minister Christian Dubé and director of public health Horacio Arruda are presiding.
First an update on the computer system update that is causing Quebec stats delays: It's coming, Dubé says. Today. He promises.
98 new cases today. First time under 100 in a month.
Dubé also says they're finally hittting over 14,000 tests on a regular basis. I believe was an objective first set back when there was snow on the ground.
Now, to the education minister.

Before he gets to it, recall the spine of the plan in thespring was to create classroom bubbles with no particular student limits, with bubbles of 6 within them spaced 1m apart for primary. Secondary was a mix of online and attempted spacing.
News: Masks will be required for students in Grade 5 and up, as well as all personnel, in common areas. Masks not required within classrooms.
Classroom groupings:
The province is dropping the plan to create 6-person bubbles within the classroom bubbles. The class itself of 20+ kids is now the only bubble.
Staggered access, separate entrances, recess within classroom bubbles are features of the spring reopening that will continue to be emphasized.
The minister emphasizes that he understands some parents are afraid.
If your child or a member of your household has a validated medical reason why distance learning must continue, it will be arranged.
If there is a case in your child's class, you will be informed. If there's a case in the school, you will be informed. "We are gambling on transparency," Roberge says. "It's not to cause panic. Nothing will be hidden."
When a class is shut down, they will switch to online learning for the time the class is closed. There will be clear benchmarks from Public Health, the minister says.
That's it, that's the plan. Masks and dropping the mini-bubble, basically.

On to Dr. Arruda.

He starts by emphasizing the May opening was a success for everyone involved.
Reaching the state of zero cases is not possible, Dr. Arruda says. There will be outbreaks until there's a vaccine or until herd immunity is reached.

Stresses the importance that people outside school limit contacts.
Like the two ministers, Dr. Arruda stresses the benefits of school that I know you are all very familiar with by now thanks to many pediatricians.
Also strongly minimizes impact of virus on children vs. the damage of skipping school. "Would you keep your child home because of a cold with no termperature? I don't think so."
Struck once again at how little they talk about high school, which seems like the real danger zone.
A question about high school! Sticking to June plan + new mask requirement: Sec 1-3 will be in class bubbles, last two years will be able to do alternating days of distance learning, as educators deem fit.
So that's the plan.
Two big departures from the Ontario plan, as @VivaMTL helpfully pointed out:
1. There is no opt-out option in Quebec, other than for validated health reasons. Be curious to see what enforcement happens there.
2. QC kids can take off masks inside classroom.
For those used to going back to school after Labour Day, most school starts in Quebec in 18 days.
