Most of those who are trying to understand the #WEscandal and multiple other @JustinTrudeau scandals are attempting to do so in the context of the law and government. A more functional form of analysis would be to use criminal network analysis.

The Prime Ministers Office can be seen as the political arm of organized crime & foreign extremism in Canada.
Therefore, it should be analysed as a central node in a criminal network, much as you would chart out a transnational drug network using I2 or similar.

The most important players in a crime network are not the bosses/kingpins. The critical nodes are those built around the BROKERS who can connect all the relevant players. (Think Chief of Staff, certain Cab Mins). Brokers are all important players in a crime network.

If you start with the right framework of analysis, you are much more likely to come up with a useful and coherent analysis.
PMO should be seen for what it has become - the political arm of organized crime and foreign extremism in Canada.
